 As this falls into the wheel-house of my expertise - I would strongly recommend that anyone who is having a tough time deciding on which of these routes to take, to focus on building a website first. A website is able (currently) to reach a much broader audience than an app can & will provide your business (when built & optimized correctly) with a lead generating resource unlike anything an app can produce (while standing alone). Focus on getting a custom website built for you/your business first, optimizing that website for top SEO standards, & producing high-quality, unique content for your sites visitors (& for SERPs). 

 After you've established a prominent, content (industry relevant & informative) rich website which provides your visitors with the informative & unique information that you have to offer them - then start exploring the option of having an app built. An app tied to a business with a prominent website that ranks well, will provide a TON of more value to your business that having a stand alone app created for you. That being said, I love the idea of a motivated Realtor having both for their business (but again, the website should be prioritized first over an app).

Website.  It is more universal and can be seen on a desktop or mobile.  Personally, one of the local restaurants is changing to an app for their loyalty program.  I'm probably going to stop using it since the last thing I need on my phone is yet another app!  I have 134 of them (including the system apps).  Talk about overload!  Plus I hardly ever use most of them, but can't get away from them because of their use with rescues.

Website.  It is the first impression, it is the first place people go to check you out even if a friend referred you.  And website sites done right work very well on mobile devices.  One of our clients had a an app which we helped design so that it would resemble her website.  It was hardly used, and it cost her a lot of $$$.  A

my vote is for websites.... when I had multiple subdivisions going full force, I had three websites.... a sellers, buyers and niche (new homes)... worked well.... that was during the period when the market tanked and builders were hanging by their fingernails....

Website for me.  We need a device for an app to run on.  Most apps will run on a website,phone, ipad, tablet, etc. I'm not as concerned about tracking as I am about focusing on dedicated service to my clients.

Website. A website can also be (in whole or in part) a "web app."

The app provides tracking if it is serialized — meaning it "phones home" with a unique ID when used — ie, if each copy of the app has its own S/N.

As far as better inbound/loyalty — there are apps and ther are apps just as there are websites and there are websites — good, bad, and everything inbetween.
